REP-50002: Server shutting Down

After cloning from test instance to Development Instance , Facing an issue with Output of Concurrent Requests.

The request log file shows the following errors:

REP-0004: Warning: Unable to open user preference file.
REP-0069: Internal error
REP-50002: Server is shutting down

Metalink suggests to apply a patch 6116405 to 10.1.2 ORACLE_HOME.

Using OPatch Applied the patch as follows and the issue got resolved.

1)Check if ORACLE_HOME environment variable is set to the oracle-home to which the patch has to be applied.
2)Unzip the patch (unzip patch_name.zip)
3) Go to the patch directory (cd patch_number)
Note: This patch 6116405 gets unzipped as 6863699 ...so go to this directory
4) Now to apply the patch
$ORACLE_HOME/OPatch/opatch apply

If Global Inventory is not set, you might face an inventory problem to apply the patch.

In this case, apply the patch giving the inventory location to the local inventory of this particular ORACLE_HOME by using the parameter -invPtrLoc

$ORACLE_HOME/OPatch/opatch apply -invPtrLoc '/oraAPP/apps/tech_st/10.1.2/oraInst.loc'

To check if the patch got applied or not, issue the following command:
$ORACLE_HOME/OPatch/opatch lsinventory -invPtrLoc '/oraAPP/apps/tech_st/10.1.2/oraInst.loc'

This returns the list of patches applied which can be piped to grep command to get the particular patch number as follows:

$ORACLE_HOME/OPatch/opatch lsinventory -invPtrLoc '/oraAPP/apps/tech_st/10.1.2/oraInst.loc'| grep -i 6863699
